3ds got this new "pokemon pro" app thing
mostly it's like a pokedex?

I have no clue as to what you are talking about. Is it a phone app or is it a mentioning of some new device in-game?

it's a 3ds app only i think, and it's a Pokedex Pro for 14.99...

The Pokemon Company really do love France!
No! I'm not kidding! There are many things in the frenchaise that is based from France. Like Empolian, Serperior, the music sometimes, some of the towns, even the two 14th Pokemon movies's sceneries are based of sceneries from France. And now in X and Y, the region is going to be based in France.
